The Klingon Judiciary was a division of the Klingon Empire which dealt with Klingon legal issues. In 2153, in response to Jonathan Archer asserting to Tellarite bounty hunter Skalaar that he was not a criminal, Skalaar pointed out that the Klingon Judiciary had decided otherwise, deeming Archer as indeed a criminal.
