Lord Dregg shows himself for the first time to the people of the Earth, lying to them that he is a hero who came to save them. He turns dirty water into pure water with a proton-accelator, thus the people blindly follow him. The Turtles however, after their previous encounter with Dregg, are trying to stop him.
