The three starters and a missingno.-type Pokémon meant to appear when an invalid Pokémon is spawned for any reason. The only Pokémon with a known name is Kurusu, which appeared in the beta of Gen II. The grass starter's species was revealed to be "The Germination Pokémon". The Error Handler's name has been revealed to be "Errortron-6000" and will be disobedient and taken away by nintendo unless the origins of the pokemon are explained, than it will obey you and stay with you.
