The Octus Canon was the founding document of the Coalition of Ordered Governments. Like a constitution, it formally established the COG as a supranational governing entity, and set down the code of laws which would be followed by the citizens of all member states. It was signed and ratified by the Allfathers, the founders of the COG and leaders of its constituent nations.
