The Frozen Cops powerup makes all cops on the level lose the ability to drive or turn. This means that the player is free to hit them while they can't fight back. More damage can be caused with the cops in movement, though. This is an in Carmageddon II, because the cop system isn't implemented. This powerup doesn't even work in The Bruise Brothers level.
