Tomas Zepeda is a gang banger and also a member of the El Salvadorian street gang, LVM which has 30,000 members and is a world-wide organization dealing in drugs and guns and hiring themselves out as hit men. He and his men later discovered that their chapter leader, Miguel Sosa had been killed by fellow gang member, Cesar Bernal. Knowing that they would not be able to bring Bernal to justice, Leroy Jethro Gibbs dropped off Bernal at his neighborhood before leaving.
