Start the quest by speaking to Elan Rosh. The miltia is low on weapons and Rosh requests that you deliver a Scroll of Craft(Weapon) to the blacksmith Klaus Nunc so that he may craft more weapons. Head north to Klaus Nunc and speak to him. He will agree to help the militia and give you your reward as a sample of his craft.
