This is a very small, secretive group that is the personal intelligence gathering arm of the Empress. The group meets in a small room on the third floor of the Imperial Wing of the Imperial Palace, adjacent to a room where various important historical relics are displayed. Third Floor Relic is an almost entirely autonomous organization whose existence is not publicly acknowledged. The identity of its leader is kept strictly secret (as, presumably, are its other members most of the time).
