Pemberton was in close contact with Professor Wilberforce. He infected his assistant shopkeeper with the Rutan virus so he could lure the Tenth Doctor and the Carstairs family to the Chelsea 426 flower show. After this happened the Sontarans invaded Chelsea 426. He was infected with the Rutan virus, though he survived the attack. (PROSE: The Taking of Chelsea 426)
