Urahara does have a bankai. He attained it from the same method as Ichigo. Bankai is a requirement for all division's captains except for 11 where captainship is attained from killing the previous captain. Urahara denied to Renji that he had a Bankai, but he was lying and later admitted that he did have one, saying that it was not suited to training people.
