The Universal Petroleum HQ is located in the middle of Maracaibo in Venezuela during the events in Mercenaries 2: World in Flames. As Fiona usually says, it is the black monolith towering above everything else. Dr Rubin is located inside and she will give the player several contracts to find Blanco. If the player starts working for the Chinese later in the game, they will have to destroy this building, as well as several other outposts used by the UP faction.
