Condire Directoriate has been created shortly before the collapse of the Terran Confederacy. Seeing this, the bureaucrats declared independence and cut off all connections and relations with the main planets of the Confederation. This then allowed them late, to not be detected by the Terran Dominion. Condire became an independent colony.
