"The Laughing Policeman" is a Music Hall song popularized by Charles Penrose, aka Charles Jolly, who also made the first known recording of the song. It was written by his wife, Mabel, under the name Billie Grey. It was one in a series of "laughing" songs that they wrote, and by far the most popular. Marty Feldman and a chorus of policemen sing the song at the end of a sketch about patenting a flying carpet in episode 518 of The Muppet Show.
