The Nine-Tails that appeared were manifestations of the beasts inside of them, similar to how Obito's Shinju was both on the outside in it's tree form and inside of Obito. The transformation Menma and Naruto used was similar to a summoning, but it required Naruto to temporarily unlock Kurama's seal so Naruto to use it's full power.
