In Bleach, time flows at the same rate in any of the dimensions. The only exception is the Dangai Precipice World. There, time is a lot denser. So for one hour outside, 2,000 hours pass in the Dangai. Though on occasion it can behave quite erratically, such as causing people to exit it days before they entered.
