After briefly being impersonated by the Penguin in order to infiltrate the Batcave, the Commodore was rescued aboard the Penguin's pre-nuclear submarine by Batman and Robin. Nonetheless, the Commodore accidentally caused the dehydrated forms of The United World Organization to be damaged after he knocked over their containers. He was released from captivity and, presumably, delivered his invention afterward.
