Accessed by handing the Guardian statue a A Phial of Bloody Tears in the Hizk Ri's Well of Tears dungeon. You must reach four of the Eye of the Watcher objects for you level bracket (green=60-80, yellow=80-100, red=100+) before you can use the strange device and move on to the sewers.
