The fairy enchantment required to plant the fairy ring can be purchased from Fairy Fixit's Fairy Enchantment. The minimum construction level to make the Spirit tree & fairy ring is 90 as a saw is not used. Getting 90 construction to make the tree is somewhat superfluous, since the player can make 2 superior gardens and plant the tree and fairy ring separately at level 80 - which is vastly cheaper to achieve.
