Sometime after Weapon X was heavily damaged by the actions of Wolverine, Christian Copeland, and Sabretooth, the organization was reorganized and put under the control of Noah Hirsch, who was one of the up and comers of the organization at the time. He was able to convince the government that he was not going to go off the deep end like the previous two incarnations of Weapon X. Rebuilding the organization from the ground up was going to be difficult, and he had only one field qualified agent, Chloe Pullman. After having her collate a list of mutants around the world who might be valuable to the organization, he sent her after Daniel Han.
