The Planetary Research and Development Division is part of the government of Pale (Truane's Star). It was established to oversee the development of the planet Volturnus in the Zebulon system. Due to an economic depression and the costs of engaging in warfare with Pale's neighboring planet New Pale, the Division was shut down. Later, it would be restarted with funding provided by Streel.
