Ceilia Steiner was a Havenite citizen and an officer of the State Security Ground Forces. Holding the rank of Major, she served on the prison planet Hades in the Cerberus System. Being on duty when the prisoner uprising led by Honor Harrington started, she was killed by a pulser salvo from Henri Dessouix's strike team. Almost nothing recognizable was left of her. (HH8)
