Haliz was a member of the Kazon-Ogla. He was second in command and aided Razik in his pursuit of Kar, whom Razik had condemned to death for his failure to kill Chakotay. When USS Voyager landed on a moon where Chakotay and Kar had taken refuge, Razik and Haliz offered to take the crew to Chakotay. This offer was revealed to be a trap, which ultimately failed. In 2371, Haliz became First Maje of the Ogla when Kar killed Razik. Kar offered his life to Haliz, but stated he would follow Haliz faithfully. Haliz spared Kar's life and proclaimed him a Kazon warrior. (VOY: "Initiations")
