Vulture found a fragment of the Tablet of Order and Chaos and learned that Spider-Man was searching for it from his goons after Hammerhead's defeat. He used his henchmen to distract Spider-Man while he delivered the fragment to Osborn, becoming more and more frightened and curious about if he should take the piece to Osborn. As shown by the credits, Vulture has been put back in his cage at the circus and is downtrodden.
