Bind can only inflicted on an enemy with a persisting Stagger condition. As both Topple and Bind will supersede an existing Stagger, the two debuffs cannot be inflicted simultaneously. Bind can only be performed against an enemy species deemed large enough for a Skell to properly subdue; enemies such as Levitath, Balaena, and Thalluses can all be bound, but enemies such as Vespers or Adseculas cannot. Despite this, the only deciding factor in whether a not a Bind can be performed is the species. Any Simius can be bound despite their size, for example.
