The San Martin Reconstruction Commission was established around 1910 PD by the Manticoran Alliance to oversee the organization of a post-liberation planetary government on San Martin. In 1913 PD the Commission was headed by governor Winston Kershaw of Grayson. Its other members originated from the Star Kingdom of Manticore, Republic of Erewhon, Caliphate of Zanzibar and Princedom of Alizon. (HH8, HH9)
