They are from the 4th Bleach movie, Bleach: Hell Chapter. They are the ones who fell to hell after committing a sin. From Shuren's description, Togabito wear white body suits with unusual square patterns, a cloak and red chains and shackles on their bodies. They also seem to wear a mask. Until more info come out, be patient.
