Unlike the Dark Kingdom and other villanious groups in the series, its actions spread further than just Japan, as the Dark Agency had a branch in Hawaii. Its resources were dedicated to gathering energy for the Dark Kingdom, mainly using idols in their plans. They were led by one of Kunzite's underling named Danburite.
