Ambassador Hawkins was the Federation diplomat to Mordan IV in 2364. He was taken hostage along with his staff by Mordan's ruler, Karnas. Karnas used the hostages to lure Admiral Mark Jameson to Mordan in order to gain revenge on him. (TNG: "Too Short a Season" ) This character was only mentioned in dialogue.
