Minister Zeta is the Prime Minister of the Ministry of Shadows, the law behind many different planets that decide many different things. He has a cane with him at all times, Zeta can use his cane as a fencing foil with great effect, including using the handle portion to trip his foes. Zeta can also throw his hat, which has deceptively sharp edge. Once thrown, it goes into a boomerang effect and returns to his hand.
