In the Events of the Last Movie, Black Zetsu didn't manipulate Toneri into his attack on Earth. Afterwards, there is no Black Zetsu conquest of the world. Instead, his village is attacked around 30 years after the Fourth War. He then becomes Raikage after Mamoru's capture.
