Shield specialist adds a percentage chance to block when using a shield. That is, a basic shield that has 8% chance to block would instead have a 18% chance to block with level 2 shield specialist. If using a one-handed weapon with a shield, this skill is quite powerful, as a blocked attack's damage is completely negated. However, spells with an area of effect will still have an impact, even if blocked.
