Part 22231 is a minifigure cape. Capes are most commonly used in the Star Wars and Harry Potter themes. Capes have two holes in the neck area and a small slit in between allowing them to be placed one on top of the other so it can form as one hole to attach to the neck stalk, and then be secured by the head. Newer capes tend to be tougher than older capes.
