The Conundrum (played by The Enigma) was a circus performer whose entire body was covered in jigsaw puzzle tattoos. He was a geek at the circus and would eat live animals - Mulder witness him eating a live fish by the river. It has been said that The Conundrum does not answer questions, he merely poses them.
