Lugia is a recurring Legendary Pokémon in Truth and Ideals, and appears much earlier chronologically in the story's continuity as Shadow Lugia. Unlike most incarnations of Lugia, the sheer physical strength of the Pokémon is actually acknowledged properly, and is the key reason why Cipher used it in their creation of XD001; they did not want to repeat their previous mistakes with Lugia.
