Francois Zolan is the commander of INTERPOL in France, but may also be working for the French CIA. He sends inspector Danielle Hier to the United States to track down CIA agent Sirat Bandi, whom Zolan thinks has turned. It is assumed Zolan was satisfied of Bandi's and Hier's deaths to ensure INTERPOL and the intelligence agency are "clean".
