The Colonial Battalions is a branch of the Romulan Star Empire military that is tasked with the development, expansion and protection of Romulan colonies. Though not as pacifistic as the Federation, the Colonial Battalion do frown on the brute force favored by the Klingons. They tend to prefer surveillance and scientific study over such actions.
