Janet Novak was a foster parent who, while watching some kids in a park, realized that Tommy was missing. Tommy was later found with a finger and was subsequently taken from her care. When Tommy ended up with Mr. Monk, it was revealed that she had kidnapped a violinist and cut off his finger, which Tommy had found. She was arrested after the S.W.A.T. team ambushes her house.
