After Sasuke had Hebi look for Itachi, Suigetsu was given a special scroll with which he was able to summon snakes, despite not having a contract with them. Suigetsu would use a bit of Sasuke's blood, who possessed the ability to summon snakes himself. Suigetsu used the scroll to summon Manda after Sasuke hid himself in Manda for protection against Deidara's C0. This scroll has the same seal as Orochimaru's summoning tattoo.
