Wovogh was a Klingon, captain of a vessel in the Klingon Defense Force. He was the first officer of a ship which fired upon a Starfleet supply vessel bringing aid to Tezwa. This was done in retaliation when it was discovered that Emperor Kahless had been replaced by a hologram. Many Klingons thought that the Federation was behind the abduction.
