Usage stats on In the movie the Hell chapter Ichigo's hollow powers could not be controlled in hell. Wouldn't it make more sense if the powers couldn't be controlled in hueco mundo where the majority of hollows reside and THAT should cause his powers to become unstable

The movies are not canon to the rest of the series. They take many liberties with the established material. It would not make any sense if Ichigo lost control of his powers because of Hueco Mundo as it would contradict what was shown in the manga and anime.
