In 1999, he traveled to Stargate Command to represent the President at the ceremony congratulating SG-1 on their recent defeat of Hathor and promotion of Samantha Carter to the rank of Major. During the ceremony, Colonel Jack O'Neill was beamed to Thor's ship and was told that the Goa'uld were about to attack Earth and offers them membership in the Asgard's Protected Planets Treaty. Because of this, Simms stayed at the SGC to represent the President in the negotiations. (SG1: "Fair Game")
