ok i don't know for sure but here's what i did. when i first got to bowerstone, i did some blacksmithing, then i used the gold to buy some cheap augments in the hippy camp, and sold it with profit at bowerstone market. u should do one of the 2(blacksmithing doesn't seem to earn much, but if u get better, u can make much more) and then, if u got enough gold, buy as much buildings as you can(if ur pure, dont buy houses, just stores, if ur neutral or corrupt, buy everything) and when u have some buildings, do quests and other stuff, and when u can, get bartending 5 stars and do that and spend all the money u earn at buildings, untill u have every building in the game(you'll know if they call u king)
