Agent Hill was a special agent with the Federal Bureau of Investigation. He was the lead investigator into the criminal activities of Palmer Woodward. After Jake Hanson was approached by Hill and his partner, Hill coerced Jake into working with them and later wearing a wire to expose Palmer's criminal activities. After Palmer was arrested, Agent Hill did not press charges against Jake.
