The VOICE_CHAT_* constants are used in NWScript to indicate an entry in a particular soundset. These integers are zero-based indices into a somewhat arbitrarily-ordered list (part of the technical definition of soundsets), so the use of these symbolic constants is much preferred to an explicit number.
