Owner of Oscott Shipyards in Ganymede orbit until the Kretonian Invasion of 2651, Oswald Cottington IV oversaw the construction of Sanctuary and held a lottery for 10,000 refugees to travel aboard the colony ship. He ended up accepting 50,000 total refugees before fleeing the bulk of the Kretonian fleet when it entered Sol System. After returning to normalspace in 3000, Cottington left Sanctuary to visit Earth and became a prisoner in the Area 16 holding facility. He wasn't released until Lazarus Blades became Solar Consortium President. In 3002, he was kidnapped by the Kamir and rescued on Nocturn.
