As the chapter starts, a Reaver will appear at the middle of the courtroom. Find some cover and take it down before dealing with the rest of the Locust. There'll be Cyclops, Ragers and Wretches inside. You should take out the Ragers first before heading towards the Declassified Mission, which will be near a destroyed staircase at the end of the room.
