Harold Leeds was the Star City Comptroller he was confronted by Green Arrow demanding to know why he authorized the closing of The Star City Youth Recreational Center. He explains he did it to safeguard orphans from the recent killings by The Star City Slayer. He also explains to Green Arrow that Former Star City Police Department Commissioner Elmer Durgin is dead and died years ago. After explaining all this Green Arrow left his Office.
