Otomo Shujito was an associate of Kakita Munemori in the second Gozoku. In 1165 he traveled to the Kaiu Wall and met the Shogun Kaneka, who had been stationed there by Toturi III's Imperial Edict. The Gozoku had seen an opportunity to reassign Kaneka near Toshi Ranbo using a subterfuge to circumvent the Edict. Kaneka followed the advise leaving his duty at the Wall.
