Joseph Messer Clough (1828 – May 1919) was a Union Army brevet brigadier general during the American Civil War. He attended Norwich University in Vermont. Clough led the City Guard of Manchester, New Hampshire, and was a member of the City Guard at Lowell, Massachusetts. He received his appointment as brevet brigadier general dated to March 13, 1865. In 1909, he was appointed to the rank of major general by Governor Henry B. Quinby.
