Jomat Luson was a female Bajoran social volunteer who worked at the Tozhat Resettlement Center for orphans in the 2360s. She worked at the Center in 2362 when Rugal, a supposed Cardassian orphan left on Bajor after the Occupation, was admitted by a female Cardassian military officer attached to Terok Nor. She kept records of the odd circumstances of his admittance to the orphanage, as most orphans were found by Bajorans, and the officer knew the boy's name. She also kept records of his subsequent adoption by a Bajoran couple.
